Kulakov Centre develops cooperation with China

On July 07, 2023, a meeting with representatives of the Association of Non-Governmental Medical Organizations of China and the Russian-Chinese Investment Fund for Regional Development (hereinafter referred to as the Fund) was held at the Kulakov National Medical Research Center for Obstetrics, Gynecology and Perinatology of the Ministry of Health of Russia.

The participants from the Center were: Gennady Sukhikh (Director of the Center, Academician of the Russian Academy of Sciences), Dmitry Trofimov (Head of the Institute of Reproductive Genetics), Denis Rebrikov (Head of the Institute of Translational Medicine), Dmitry Degtyarev (Deputy Director of the Kulakov Center), Vladimir Klimov (Head of Medical Care Organization and Information Service), Stanislav Pavlovich (Academic Secretary), Elizaveta Khamatkhanova (Head of the Department of Educational Simulation Technologies in Medicine), Alexey Kholin (Head of the Department of Information Resources and Telemedicine).

On behalf of the Association and the Fund, the meeting was attended by: Hao Deming (Secretary General of the Association), Wang Feng (Chairman of the Management Company of the Fund), Bai Yibo (Head of the Science and Technology Committee of the Fund), Yin Liang (Project Manager, Translator of the Fund), Huang Ning (Investment Director of the Fund), Andrey Sviridov (Investment Associate of the Fund).

Following this meeting, on July 11, 2023, the parties signed the Letter of Intent.

The document involves the development of a system of interaction, promotion and strengthening of bilateral cooperation between Russia and China in order to facilitate the implementation of prospective technological, production and investment projects in the field of medicine and healthcare.

The Letter of Intent was signed by professor Gennady Sukhikh (Academician of the Russian Academy of Sciences, Director of the Kulakov National Medical Research Center for Obstetrics, Gynecology and Perinatology of the Ministry of Health of Russia); Hao Deming, Secretary General and Deputy Director General of the Chinese Non-Government Medical Institutions Association; and Wang Feng, Chairman of the Board of the Managing Company of the Russia-China Investment Fund for Regional Development.

The document defines the following areas of bilateral cooperation:

- implementation of advanced Russian projects in the field of personnel training and medical technologies with subsequent promotion in China and creation of joint Russia-China projects;

- cooperation in the field of education and training in obstetrics, gynecology, perinatology, pediatrics, oncogynecology and mammology, taking into account the state-of-the-art experience and technologies of the Kulakov Center;

- creation of a joint working group to evaluate procurement programs for medical equipment and other medical devices in line with Russian healthcare needs;

- cooperation in the field of assisted reproductive technologies, nuclear medicine in oncogynecology.

 

The parties also agreed to establish a mechanism of permanent contacts to ensure cooperation and coordination, organize a working group in charge of networking, hold regular meetings and discussions on projects, and promote continuous deepening of interaction.

Professor Sukhikh noted that the signing of the Letter of Intent is an important stage in the development and strengthening of cooperation between friendly countries, initiated by the leader of China Xi Jinping and President of Russia Vladimir Putin, and also emphasized that earlier negotiations held at the Kulakov Center showed the importance of this decision for both sides.

 "Thanks to the agreements reached, we are signing this document today. We intend to advance and expand medical cooperation, and today the first step has been taken," Hao Deming said. "The Fund's mission is to implement projects between Russia and China. We are pleased to participate in the development of medical cooperation. The Fund intends to promote the expansion of joint medical projects, and we wish success to our cooperation" - Wang Feng said.

This document is a step towards the implementation of the "One Belt, One Road" international initiative proposed in 2013 by Xi Jinping and supported by Vladimir Putin. The overall strategic goal of the initiative is to develop cooperation between the countries in order to ensure stable growth of economic and social trends, prosperity and power of the initiative's member states.
