Representatives of the Association of Non-Governmental Medical Organizations of China and the Russian-Chinese Investment Fund for Regional Development visited the Kulakov Centre

July 03, 2024, officials of the National Medical Research Center for Obstetrics, Gynecology and Perinatology of the Ministry of Health of Russia (hereinafter – the Center) met with representatives of the Association of Non-Governmental Medical Organizations of China (hereinafter – the Association) and the Russian-Chinese Investment Fund for Regional Development (hereinafter – the Fund).

The meeting was aimed at enhancing cooperation in the areas outlined in the Letter of Intent signed between the Association, the Fund and the Center on July 11, 2023 under the Agreement on Long-Term Cooperation in the Field of Medicine between the Russian Federation and the People's Republic of China.

Ms. Shi Lingzhi, Deputy Director of the Association and the Chairman of the Board of the Liaoning Xinglin Plastic Surgery Hospital Group Co., represented the interests of the Association. Mr. Wang Feng (Chairman of the Management Company of the Fund) was acting on behalf of the Fund.

Professor Gennady Sukhikh, the Director of the Kulakov Center, provided an overview of the Center's structure and activities, and highlighted the key areas of Russian-Chinese cooperation in the fields of obstetrics, gynecology and perinatology in the following directions:

  • implementation of direct mass spectrometry methods in clinical practice;
  • ultrasound diagnostics in gynecology and perinatology (with the support of ultrasound equipment manufacturing companies);
  • introduction of HIFU (high intensity focused ultrasound) technology;
  • aesthetic gynecology;
  • assisted reproductive technologies.


Special attention was paid to the presence of a powerful scientific base for research work in such areas as: sequencing of human exome, including pre-conception and preimplantation diagnostics; increasing the effectiveness of assisted reproductive technologies; creation of personalized drugs for the treatment of monogenic diseases in newborns and children; stem cell research programs, anti-aging therapies.

In turn, Ms. Shi Lingzhi shared information about the Liaoning Xinglin Plastic Surgery Hospital that she represents.  The Hospital, founded in 1996, is currently the largest private first tertiary-level plastic surgery hospital in China, and the only experimental hospital certified by the Ministry of Health of the PRC. In addition to the main areas of activity, the Hospital also has a stem cell laboratory, the resources of which are used, among other things, for anti-age cell PRP autologous therapy. Also, the hospital practices 3D printing and modeling for the needs of surgery.

Ms. Shi Lingzhi noted the high growth rate of the aesthetic medicine industry in China and emphasized the interest of Chinese colleagues in cooperation with Russian specialists in aesthetic medicine and aesthetic gynecology, in particular. Besides, on behalf of the Association Ms. Shi Lingzhi expressed readiness to develop in cooperation with Russian experts such areas of the activities as obstetrics, gynecology and andrology within the Hospital.

For his part, Mr. Wang Feng proposed to start work on the project of a joint Russian-Chinese platform for the introduction of innovative medical technologies and training of highly qualified specialists.

At the end of the meeting, the parties expressed their willingness to exchange proposals for mutual cooperation in order to further elaborate them at a more specific level.
